The long-term plan behind the headlines

The UAE’s approach to AI is unusually long-term and centrally coordinated. The National Strategy for Artificial Intelligence 2031 was launched in 2017, the same year the country appointed a Minister of State for Artificial Intelligence. Much of what is happening in 2026 is the delivery phase of that plan: infrastructure, government services, education and research, pursued at the same time.

Compute at national scale: Stargate UAE

In May 2025, G42, OpenAI, Oracle, NVIDIA, SoftBank Group and Cisco announced Stargate UAE, a 1-gigawatt AI computing cluster in Abu Dhabi. It sits within a planned 5-gigawatt UAE–US AI Campus, and its first 200-megawatt phase was scheduled for completion in the third quarter of 2026.

Computing capacity matters because the most capable AI models need enormous amounts of it, both to train and to run. Hosting it locally supports what is often called sovereign AI: the ability to run important AI systems on infrastructure and under rules the country controls.

A government aiming to be AI-native

In January 2025, Abu Dhabi launched its Government Digital Strategy 2025–2027, with the goal of becoming what it describes as the world’s first fully AI-native government across all digital services by 2027. The plan, backed by AED 13 billion, includes:

• more than 200 AI solutions across government services;
• 100% adoption of sovereign cloud computing for government operations;
• digitising and automating 100% of government processes;
• an expected contribution of more than AED 24 billion to Abu Dhabi’s GDP by 2027, and more than 5,000 jobs.

For residents, the visible result is services that increasingly anticipate needs rather than waiting for forms. AI in every classroom

From the 2025–26 academic year, the Ministry of Education introduced artificial intelligence as a subject in public schools from kindergarten to Grade 12. Lessons are built into the existing computing and design course, focus on practical projects rather than written exams, and cover topics from data and algorithms to the ethical use of AI.

The long-term effect is a generation entering the workforce already comfortable with AI. For today’s professionals, that raises the baseline: AI fluency is becoming an everyday expectation.

Home-grown AI models

The UAE also builds its own models. The Technology Innovation Institute’s Falcon family and the Arabic-English Jais model have been joined by K2 Think, a reasoning model released in September 2025 by Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) and G42. With 32 billion parameters, K2 Think is small by frontier standards and fully open: its weights, training data and code are all published.
